I'd like to post a description of a very general idea for an open source project that I call "Passive Radar Detection At Home" to get comments. Is this section of the forum the appropriate one for such a broad topic?

i think the most crucial issue is what sampling rate would be required to obtain a useful record of radar data. Should I post the complete description of the idea in another forum section? Which one?
